Jhoulys Chacin was signed as a non-drafted free agent by the Colorado Rockies in 2004. He was a raw 16-year-old pitcher out of Venezuela who had good velocity but was an erratic thrower when they first signed him. After a few years later Chacin has quietly become one of the best pitching prospects throughout all of baseball. At just 20-years-old, Chacin went 18-3 with a 2.03 ERA and 160/42 (3.8) K/BB ratio between two stops in 2008. He has a mid-90's sinking fastball and one of the best change-ups in all of baseball. He has impecable control and induces a lot of ground balls. Although many haven't heard of him yet, I have a strong feeling that by the end of the 2009 season, most baseball fans will know who Chacin is.

2009 Outlook
Chacin had 12 dominating starts with the High-A Modesto Nuts and will probably start the season with the Double-A Tulsa Drillers. I don't see a reason to rush him to the majors, but if he succeeds in Double-A like he did in either of his Single-A stops, I could see him in Triple-A by seasons end.
